Pacific’s key partners are our tenants. There are several great multi-school operators serving the children of Los Angeles who want to expand their operations. We will highlight six specific operators and their plans for Los Angeles below.

Aspire Public Schools is a nonprofit charter school management organization that is creating and managing high-quality public charter schools. Aspire’s mission is to raise the academic achievement of California’s diverse students, foster effective educators, catalyze change in public schools and share successful practices with forward thinking educators.
Aspire operates a system of small K-12 schools clustered in urban areas in California. Since its founding in 1998, Aspire has grown into an organization that now operates twenty one schools in five California geographies (Bay Area, Sacramento, Stockton/Lodi, Modesto, and Los Angeles), serving more than 6,000 children. Under the leadership of President & CEO Don Shalvey, the organization has produced remarkable results on California test score assessments. In 2007, Aspire’s schools grew 37 API points on average, exceeding their state targets by more than 9 times and the state average by more than 6 times. All Aspire schools made their AYP (Adequate Yearly Progress) targets on the Mathematics portion of the CST (California Standards Test), while all but one Aspire school met the AYP target on the English Language Arts portion of the CST.
Pacific Charter School Development has created four campuses for Aspire Public Schools in southern California. These include three elementary school sites and a new 400-seat middle school campus in the City of Huntington Park. Pacific Charter School Development is providing facilities solutions for existing and future schools.

Green Dot Public Schools is a Los Angeles-based non-profit charter management organization currently managing ten schools in the greater Los Angeles area. To date the organization has produced remarkable results on California assessments and enjoys a strong reputation with LAUSD, the Inglewood Unified School District and the communities which it serves. Green Dot is planning to open multiple schools over the next few years and Pacific has partnered with Green Dot on the facility for the Animo South Los Angeles High School. Pacific has built a high school campus for Green Dot in the Athens community of South Los Angeles. Phase I included 200 seats and opened in the fall of 2005. Phase II included 325 seats opened in the fall of 2006. Pacific also managed the Phase I construction the 280 seats Animo Watts I campus.

The Inner City Education Foundation is a Los Angeles based nonprofit charter school management organization founded in 1994 that aims to offer children an excellent education in South Los Angeles. The Inner City Education Foundation's (ICEF) programs are built around a culture of high expectations and innovative educational approaches. ICEF will transform South Los Angeles into a stable, economically vibrant community by providing first-rate educational opportunities to minority youth. ICEF will build an “Education Corridor” of high performing schools that will dramatically increase the number of college graduates in South Los Angeles, thereby catalyzing an economic transformation.
ICEF Public School’s three ‘flagship’ schools, the View Park Preparatory Elementary, Middle and High School charter schools, serving an almost entirely African-American student population, are outperforming African-American students in the Los Angeles Unified School District (LAUSD) by an average of 138 points on California’s Academic Performance Index (API) and African-American students statewide by an average of 109 points. 100% of the first graduating of View Park Prep high school went to college, with 92% going to four year schools. ICEF currently operates 9 schools that serve over 1,800 students. The ICEF network will grow to more than 20 high performing schools within the next 10 years. Pacific Charter School Development constructed a ground-up middle and high school campus for ICEF in the Crenshaw section of South Los Angeles. Phase I of this project included 600 seats and opened in the fall of 2005. Phase II will include an additional 200 seats, a college center, office and faculty space. Pacific is also developing an additional MS and HS for ICEF slated to open in Fall 2008.

KIPP (The Knowledge is Power Program) schools are free, open-enrollment, college-preparatory public schools where underserved students develop the knowledge, skills, and character traits needed to succeed in top quality high schools, colleges, and the competitive world beyond. By providing a safe and structured learning environment, more time in school, and high-quality teachers, KIPP schools have helped students make significant academic gains.
In 2003 KIPP opened two schools in Los Angeles that serve grades 5-8: KIPP Academy of Opportunity is located in the Athens section of South Los Angeles, while KIPP Los Angeles College Preparatory School is located in Lincoln Height on the northeast side of Los Angeles. Both schools have consistently posted outstanding academic results as measured by the California API (Academic Performance Index). The KIPP organization plans to open four additional schools in the Los Angeles area over the next few years. Pacific Charter School Development is working to provide facilities solutions for all KIPP schools, both existing and future.

The Alliance for College-Ready Public Schools (The Alliance) — The Alliance is led by two of the top educators in Los Angeles, CEO Judy Ivie Burton (formerly LAUSD area superintendent) and VP Howard Lappin (former principal at Foshay Junior High School and a renowned school reformer). After a long history of in-school/after-school programs dating back almost a decade, Alliance opened its first charter high school in 2004. The board is chaired by former Los Angeles Mayor Richard Riordan, and includes the former president of the LAUSD’S Board of Education, as well as the president of Bank of America California, a retired president of Anne Klein, and the presidents of Occidental College and the California State University Los Angeles. In recognition of the high quality of its leadership, the Los Angeles Unified School District has already granted the Alliance four charter contracts. For more information, visit www.alliancela.org
Pacific has built three permanent campuses for The Alliance. The first was a 500-seat high school campus in the City of Huntington Park, the second was an 875-student middle and high school campus in the Pico-Union section of Los Angeles, and the third was a 400-seat high school campus near the Watts community of South Los Angeles.

Partnerships to Uplift Communities (PUC) is a Los Angeles-based nonprofit charter school management organization designed to significantly increase college entrance and graduation rates for underserved students in Los Angeles and the San Fernando Valley. All PUC schools are committed to graduating 100% of its students, including those who are academically struggling, while simultaneously preparing all students for college-ready standards and success. PUC schools feature an award-winning and rigorous college-preparatory program of study beginning in sixth grade that includes enrollment in college classes by the senior year in high school. Pacific is building a permanent three-school campus for PUC in the Lakeview Terrace community of Los Angeles. The campus will house two middle schools of 300 students each, and a 400-student high school. This first phase of this facility opened in the fall of 2007. Phase II will be completed in fall of 2008.
